Se analizan así el origen cubista de los diseños de camuflaje mimético (o Disruptive pattern Material), el papel desempeñado por los artistas en la ideación de numerosos trompe l’oeil con fines bélicos y la condición del camoufleur como artista-soldado, un sujeto repartido entre lo funcional y lo estético. The First World War was the scenario that led to the invention and systematic use of military camouflage techniques. Between them, the two fundamental modes of static or pictorial camouflage: mimetic, known as Disruptive Pattern Material, and the naval, called Dazzle Painting. Avantgarde artists contributed to their birth. Immediately, there was the transfer of these techniques to the civilian sphere, revealing that its essentially practical essence did not prevent the exploitation of its aesthetic potential by contemporary visual culture. Throughout the (...) twentieth and twenty-first centuries the fields of art, architecture and design continue importing and exploiting the strategies of these two types of military camouflage. This article analyzes the artistic potential of static military camouflage devised during World War I and its impact on the setting of an expanded notion of camouflage. If the camouflage was in its origins and early history a form of disclosure of modern art on a global scale, the use of DPM and Dazzle by contemporary artists, is a form of dissemination of military camouflage to civil level. We explore a double investment produced by military camouflage: providing avantgarde art with a practical sense, and providing camouflage with an aesthetic sense. (shrink)

Parsa-Parsi et al systematically discuss and elucidate contentious and non-controversial ethical issues that emerged during the ICoME (International Code of Medical Ethics) revision process and the consensus they achieved. The ethical issues discussed include the physician’s duty to act in the best interests of patients and to ensure they are protected from the unjustifiable risk of harm, respect for patient autonomy and the duties of physicians during emergencies, among others. This paper examines paragraph 26, which requires doctors to provide only (...) medically justified remote treatment, ensure patients offer informed consent and adequately protect their confidentiality.1 At the peak of the COVID-19 pandemic, many countries in Europe and America implemented remote-by-default healthcare policies. At that time, the policy aimed to ensure that patients enjoyed continued access to care while protecting healthcare professionals’ health and well-being. The development of ideologies in re-construction and transformation of the Indian subcontinent during and after its division into new nation states in 1947emerged as the fault lines in its structural and organizational imbalances, which is an interesting phenomenon and at times led to the violent and radical political discourses. This ideological transformation became imbalanced, due to the exploitation by opportunists in state and political elements, through consciously planned attitude especially in dogma, religious traditions, ethnicity and political/state governance thereby fulfilling ulterior (...) motives. Resultantly, violence and conflicts emerged in both the fragile states of the Indian subcontinent besides undergoing a series of dictatorship, one party rule, manipulation of elites, and ethnic or national polarization ultimately leading to the weak governmental structure. This research was aimed at ascertaining both at theoretical and practical levels, the causes of intricacies involved in transformation of religious ideology into a fault line besides suppressing ethnic and identity markers of traditional society like Pakistan, exploiting the structural organization of political governments through state/bureaucratic regimes. It was discovered that this transformation became such due to the indulgence of state elements and their practices besides illiberal democratic governments, which were also leading to the violence and militancy where ideology/religion has been used for parochial political interests embodied in desires to hang on to power. The prime objective of this study is to discuss the economic impact of the COVID-19 crisis concerning Pakistan and globally across South Asian developing countries. It also demonstrates those economic indicators through which the economic performance of the countries is influenced considering the prospective global economic costs of COVID-19 under different scenarios. The study systematically reviewed the literature on historical pandemic crises and the most recent Covid-19 fallout economic disorder in South Asian countries. Considering the history of human civilization, there (...) are varied instances of severe epidemics that are caused by numerous viruses. It is observed that the prevailing outbreak of COVID-19 has eventually affected large scale manufacturing, service sectors and arose supply side constraint to an extent. On the contrary, GDP and consumption declined sharply. Furthermore, sudden loss of service sector jobs and the rise in food prices have created an economic crisis for developing countries of South Asia. The study attempts to discuss the policy responses given by the World Bank, International Monetary Fund, Asian Development Bank, The State Bank of Pakistan, and the Ministry of finance, Pakistan encountered due to the deteriorating international environment, fiscal stress, and difficulties in financial liquidity markets and provides relevant policies for the better prospect of Pakistan's economy after comparing it with other South Asian countries affected by this pandemic vulnerabilities. Universal jurisdiction and the existence of an International Criminal Court (ICC) under the Rome Statute provide a framework through which true reconciliation can be achieved simultaneously with truth and justice. The ICC and universal jurisdiction can be viewed as laying out objective limits on the power of domestic and international actors to seek peace at any cost.This paper argues that those objective limits are not necessarily inimical to a just peace, nor are an undue burden on peacemakers. On the contrary, (...) they can set parameters whereby a just and lasting peace can be differentiated from impunity achieved through blackmail.The first step is to take a hard look at whether international standards of accountability for gross abuses have been met. At the same time, the examination of any specific scheme of domestic accountability cannot be done on a blanket basis. It will require a close look at conditions prevailing in the country, both at the time the scheme was adopted and later; at the policies adopted and how they were meant to advance the process of national reconciliation; at who adopted those measures and how; and at concrete applications of the scheme to individual cases.Even applying this exacting standard, there will be cases in which the best course of action for the ICC and for third country courts will be to defer to the greater wisdom of local actors operating in good faith, and to decline to prosecute. The importance of fairness in machine learning models is widely acknowledged, and ongoing academic debate revolves around how to determine the appropriate fairness definition, and how to tackle the trade-off between fairness and model performance. In this paper we argue that besides these concerns, there can be ethical implications behind seemingly purely technical choices in fairness interventions in a typical model development pipeline. As an example we show that the technical choice between in-processing and post-processing is not necessarily value-free and (...) may have serious implications in terms of who will be affected by the specific fairness intervention. The paper reveals how assessing the technical choices in terms of their ethical consequences can contribute to the design of fair models and to the related societal discussions. (shrink)

Los procedimientos para realizar dicho proceso son fundamentales en la estrategia definida por el país que incluye la "Guía cubana de migración al software libre", sin embargo, su aplicación práctica enfrenta dificultades que han motivado a los autores a la elaboración de una estrategia específica para la migración al software libre en el sector de la (...) Salud Pública de la provincia de Camagüey, Cuba. En esta estrategia se proponen las acciones concretas, los programas docentes que permitirán la recalificación del capital humano y las acciones que posibiliten garantizar la sostenibilidad de la migración al concluir el proceso. In the present Cuban and world scenarios the migration to free software constitutes a need for the development to guarantee technological independence. The procedures to carry out that process are vital in the strategy defined by the country that includes “Cuban guidelines for the migration to free software” however its practical implementation is facing difficulties that have motivated the authors to elaborate a specific strategy form the migration to free software in the Public health sector in the province of Camagüey, Cuba. In this strategy actions are suggested, like teaching programs that will allow the recertification of the capital human resources and steps that will make possible to guarantee the sustainability of the migration at the end of the process. Drawing from ethnographic research in the Research Triangle of North Carolina and Williamsburg, Virginia, the authors build on Anzaldúa's conceptualization of “borderlands” to analyze how borders of social membership are constructed and enforced in “el Nuevo South.” Our gender analysis reveals that intersecting structural conditions—the labor market, the organization of public space, and the institutional organization of health care and other public services—combine with gendered processes in the home and family to regulate women's participation in community life. Enforcers of borders (...) include institutional actors, mostly women, in social services and clinics who occupy institutional locations that enable them to define who is entitled to public goods and to categorize migrants as undeserving “others.” We reveal how a particularly configured matrix of domination transcends the spheres of home, work, and community to constrain women migrants' physical and economic mobility and personal autonomy and to inhibit their participation in their societies of reception. Security has always been a force multiplier to concentrate over the traditional military stockpile for the perceived threats in the modern days of nation states focused on the conceptualization of non-traditional security dwelling into integration, like European Union’s regional cooperation rather than towards diverting assets on further devolutions or disintegrations over the phenomenon of ‘security dilemma’ as is the case of India and Pakistan. Indeed, the later phenomenological conceptual framework had never diminished in its essence which forced the welfare states (...) as well as the major powers including USA to maintain traditional military hardware in the age of 5th generation of warfare. India and Pakistan remained into zenith of vicious cycle of stock piling of latest weaponry under the outcome of irrational conclusions of prisoner’s dilemma of the belligerents fuelling traditional enthusiasm of ethnic and religious vehemence. This research is an effort to find out the gaps in easing the tensions over the détente and interdependent security while moving towards non-traditional security and instead of transforming both the states into welfare states or formerly highlighted integration of the region. Everyone, even when asserting unchallengeable authority from God or Science, thinks in language, in words and phrases, in expressions of moral, social and political impact, fighting words and words with and over which we fight. However, debates among the educated can be irrelevant elsewhere, ineffective against the highly motivated whose dogma instructs and guides them, their voting and their arming. The degeneration of “democracy” to “tyranny” such as Plato’s Republic postulated threatens in some lands “of the free,” while in others (...) it seems inexorably in progress. Today “democracy,” republic,” “liberty/freedom,” “justice,” “law and order” are adduced by their actual enemies to complement “nationalism,” “patriotism,” and frightening “empire.” Extremists on both sides decry “Tyranny!” each in fact seeking authoritarian power. All of which have instructive ancient precedents: in the History of the Peloponnesian War Thucydides offers horrific accounts of ancient nation-states “long ago and far away,” more or less democratic, that abandoned common sense, moral sense, and with them regard for value words and truth itself. In the early 2020s CE many persons and governments have done little better during the still lingering pandemic. A second horror is prompted by Thucydides’ report of civil war on Corcyra, telling how faction spawned riots, coups d’état, and outright civil war. The twenty-first-century media are uniquely potent, yet mechanics of seduction are timeless. Likewise techniques for winning true believers and votes, as illustrated by passages in Mein Kampf on the language of propaganda, its production and reception. Our hope is therefore Education for a New Era to help students to discover pitfalls of media(ted) “information,” to achieve independent critical thinking at levels of basic language use and foundations of argument. Besides recognizing mis- and disinformation as harmful, they must learn themselves to judge thoughtless use, cynical abuse, or, worse yet, brazen disdain of vocabulary indicating moral/ethical value. Traditionally, “the operator calculus of Born and Wiener” has been considered one of the four formulations of quantum mechanics that existed in 1926. The present paper reviews the operator calculus as applied by Max Born and Norbert Wiener during the last months of 1925 and the early months of 1926 and its connections with the rise of the new quantum theory. Despite the relevance of this operator calculus, Born–Wiener’s joint contribution to the topic is generally bypassed in historical accounts of (...) quantum mechanics. In this study, we analyse the paper that epitomises the contribution, and we explain the main reasons for the apparent lack of interest in Born and Wiener’s work. We argue that they did not solve the main problem for which the tool was intended, that of linear motion, because of their reluctance to use Dirac delta functions. (shrink)

Stem cells are likely to be used as an alternate source of biological material for neural transplantation to treat Parkinson’s disease in the not too distant future. Among the several ethical criteria that must be fulfilled before proceeding with clinical research, a favourable benefit to risk ratio must be obtained. The potential benefits to the participant and to society are evaluated relative to the risks in an attempt to offer the participants a reasonable choice. Through examination of preclinical studies transplanting (...) stem cells in animals and the transplantation of fetal tissue in patients with Parkinson’s disease, a current set of potential benefits and risks for neural transplantation of stem cells in clinical research of Parkinson’s disease are derived. The potential benefits to research participants undergoing stem cell transplantation are relief of parkinsonian symptoms and decreasing doses of parkinsonian drugs. Transplantation of stem cells as a treatment for Parkinson’s disease may benefit society by providing knowledge that can be used to help determine better treatments in the future. The risks to research participants undergoing stem cell transplantation include tumour formation, inappropriate stem cell migration, immune rejection of transplanted stem cells, haemorrhage during neurosurgery and postoperative infection. Although some of these risks are general to neurosurgical transplantation and may not be reduced for participants, the potential risk of tumour formation and inappropriate stem cell migration must be minimised before obtaining a favourable potential benefit to risk calculus and to provide participants with a reasonable choice before they enrol in clinical studies. Business ethics has become a very important concern in global business and understanding the effects of various factors on ethical judgments continues to attract research and practitioner attention. Using the Multidimensional Ethics Scale with its five generally accepted philosophical constructs, and vignettes developed by Cohen et al., current study investigates the relationship between cultural values, personality, religiosity and the ethical sensitivity of business students. We focus on a rapidly emerging country, Turkey, whose economic environment is similar to that of the (...) most Western nations but with a significantly different background and cultural values. Data for the study is collected from a major university in the southeastern Turkey. Although some significant relationships are identified between ethical sensitivity and cultural values and personality, our study findings confirm that MES dimensions had the highest influence on ethical sensitivity levels of business students. Despite organizational ethical training programs, some employees still engage in unethical behavior. As such, organizational researchers have sought to examine why employees engage in unethical behavior and whether interventions can improve ethical misconduct. While some instruments measure moral development or ethical/unethical behaviors toward the organization, this study utilized a unique scale which evaluates perceptions of ethical misconduct (PEMS). Data from a large Midwestern university, a large Southeastern university, and Amazon’s Mechanical Turk were used in the analyses. An exploratory and confirmatory (...) factor analyses were used in the creation of the PEMS. To examine the validity of the scale, the PEMS was correlated to scales which measure Dark Triad traits and Counterproductive Work Behaviors (CWBs). Findings showed a significant positive correlation between the PEMS and both scales. The results also show that the PEMS mediates the relationship between psychopathy and CWBs. (shrink)

RESUMEN Aunque la educación superior cubana constituye un espacio privilegiado para la atención a la diversidad cultural, se identifica la carencia de una concepción de la interculturalidad desde el sujeto que vive la experiencia y cuya cultura de origen se instaura como dimensión mediatizadora de la relación con respecto a otros; carencia no abordada en profundidad a través del prisma de la sicología social. En este orden se realizó una revisión bibliográfica con el objetivo de profundizar en el enfoque sicosocial (...) expresivo de las relaciones interculturales contextualizadas en la enseñanza médica superior cubana; la misma, contribuyó a la comprensión de la expresión subjetiva conformada alrededor de la realidad objeto de estudio. Los resultados permitieron construir un cuerpo teórico descriptivo-explicativo de las emergencias subjetivas que adquieren su especificidad en las relaciones interculturales desde un compromiso práctico y axiológico. A modo de conclusiones se estableció que en la búsqueda de un campo académico unificado y coherente con la complejidad de la realidad objeto de estudio, la sicología social deviene tributaria de un enfoque centrado en el estudio de las formas de subjetividad social que median en las relaciones interculturales desde el contexto de la enseñanza médica superior cubana. ABSTRACT Even though Cuban higher education is a privileged space for the attention of cultural diversity, the lack of an intercultural conception from the person who lives the experience and whose home culture is established as an interfering dimension in his relationship with others is identified; a problem which is not dealt with in depth through the perspective of social psychology. Therefore, a bibliographic review was made in order to go into depth in the expressive psychosocial approach to intercultural relationships put in context in Cuban higher medical education. It contributed to the understanding of the subjective expression which makes the reality of the object of study. The results allowed to make a descriptive-explanatory theoretical body of the subjective emergencies which become specific in intercultural relationships from a practical and axiological commitment. As a conclusion, it was established the search of an academic field which can be unifying and coherent with the complexity of the reality object of study. Social psychology becomes tributary of an approach that is centered in the study of social subjectivity forms that mediate in intercultural relationships from the context of Cuban higher medical education. NUestro propósito es no tomar dicha acepción como algo obvio y para ello intentamos recuperar su historicidad refiriéndonos a la oposición entre cultura y civilización que se traza a finales del s. This has to do with the definition of identities and with the drawing of boundaries among groups. Our aim is not to consider it as self-evident. To that end, we try to retrieve its historicity by reerring to the oposition of culture and civiltiation advanced in Germany by the end of the XVIIIth century.
